ICF Update

 

RECOMMENDATION

 

Council direct the Mayor to write the County of Grande Prairie and the Minister of Municipal Affairs to inform them of our request to proceed to the mediation stage of the Intermunicipal Collaboration Framework. The City intends to set up mediation dates, in-person or remotely, beginning in June 2020. Further, the City intends to complete the agreement, in its entirety, by March 31, 2021.

FCM Sustainable Communities Award

 

RECOMMENDATION

 

Council direct the Mayor to write a letter that supports the submission of the Transit Solar Project to the 2020 FCM Sustainability Awards.

2020 Large Scale Tourism Grant Funding

 

RECOMMENDATION

 

Council approve: 1. Allocation of the 2020 Large Scale Tourism Grant Funding in the amount of $75,000.00 to the Bear Creek Folk Music Festival; and 2. Allocation of the 2020 Large Scale Tourism Grant Funding in the amount of $25,000.00 to the Grande Prairie BuckWild PBR event, pending receipt of 2019 Financial Statements indicating financial need.

The proposed amendments in Bylaw C-1260-111 revise six use definitions and propose two new ones to improve clarity around social types of housing and facilitate the permitting process. The proposed amendments in Bylaw C-1260-116 revise the Permitted and Discretionary designations for certain uses based on the revised definitions and to reduce barriers in the application process.

Administration has proposed the changes based on development inquiries from businesses that want office space near industrial development, either because their primary business is industrial or because they provide services to industrial operations.

SUMMARY

 

The proposed amendments correct references to the Infrastructure & Protective Services in the LUB. The amendments change the references to ‘the Committee’ and directs readers to Bylaw C-1299 the Procedures Bylaw to determine the appropriate Committee, as this bylaw designates the responsibilities of Council Standing Committees. The proposed approach eliminates the need for further LUB amendments in the event of changes to Committee naming or responsibilities.

Land Use Bylaw Amendment C-1260-119 Radius Measurement for Limited Uses

SUMMARY

 

The Land Use Bylaw contains policies to avoid a concentration of Cannabis Retail Uses, or Secondary/Garage Suites in an area. This is achieved by limiting how many can be approved within a specified radius. Currently, the radius is only measured from the site of the proposed development. A proposed development could cause an existing one to exceed the limits, undermining the intent of the policies. The proposed C-1260-119 amendments address this by clarifying that a proposed development cannot cause an approved one to exceed those limits and that this will be determined by measuring the radius around approved developments that are within the specified radius around the proposed development.

The proposed amendments to the Municipal Development Plan are intended to enhance the design and integration of school sites into new neighbourhoods. They are also intended to enhance pedestrian safety around schools, particularly by controlling the locations of residential driveways and vehicles backing across sidewalks onto roads.
